Doraemon Movie 13: Nobita to Kumo no Oukoku

When Nobita asks where heaven is and is laughed at for believing there might be a kingdom above the clouds, Doraemon helps him build one himself. With futuristic gadgets, Nobita and his friends create their own floating paradise and enjoy the freedom of a world high above the ground.

The fantasy becomes unexpectedly real when they discover that people have already been living in the clouds, hidden from surface humanity. Their advanced society has watched the environmental damage caused below and is considering a drastic judgment on the people responsible, placing Nobita and his friends between two worlds whose ideas of protecting Earth could not be more different.
