Drug-related crime is escalating in Tokyo, prompting authorities to create STAND, a specialized unit built from investigators, experts, and people who do not fit the usual image of law enforcement. Rei Izumi, a newcomer to narcotics control, is assigned to find the right candidates and persuade them to join.
