The Eagle Talon secret society remains as poor and ineffective as ever, but the Chancellor and his tiny team have not abandoned their dream of conquering the world in a way they consider surprisingly considerate. Yoshida, Dr. Leonardo, Philip, and the others keep trying to turn cheap plans into global domination while somehow finding part-time work and daily survival equally difficult.

Standing in their way is Deluxe Fighter, the supposed hero whose overwhelming attack can flatten their schemes in seconds.
