Shuurei Kou and Eigetsu To have become co-governors of Sa Province, where they hope to transform the troubled region into a center for academic research and long-term prosperity. Shuurei travels to the capital to secure approval, leaving Eigetsu to oversee the province in her absence.

Then a deadly epidemic begins spreading through Sa. Shuurei races to gather medical and political support while Eigetsu's own past threatens his ability to manage the crisis.
