Pokémon collector Gelardan captures the Legendary birds Moltres, Zapdos, and Articuno as steps toward his true prize: Lugia, guardian of the sea. Disturbing the balance among the three birds sends weather systems around the planet into chaos.

When Satoshi, Kasumi, and Kenji arrive on Shamouti Island, Satoshi is drawn into an old prophecy and tasked with gathering three elemental treasures.
