In 2307, the world's dwindling fossil fuels have reshaped civilization around three enormous orbital elevators and the superpowers that control them. Nations outside those blocs are left behind, and conflicts over energy, poverty, religion, and political power continue despite humanity's technological progress.

Then the private armed organization Celestial Being announces an impossible goal: it will end all war through armed intervention. Setsuna F. Seiei takes the field beside fellow Gundam Meisters Tieria Erde, Lockon Stratos, and Allelujah Haptism, attacking anyone who perpetuates conflict. Their attempt to force peace upon the world makes them enemies of every major power and raises a troubling question: can violence truly be used to erase violence?
