Iroha Tamaki's search for her missing sister Ui has drawn her deep into Kamihama City and the promises of the Wings of Magius, a group claiming it can free magical girls from their cruel fate. After Iroha disappears, Yachiyo Nanami refuses to stop searching for her, even as the Magius' plan pushes the city toward disaster.

Madoka, Sayaka, and Homura also enter Kamihama while trying to rescue Mami, bringing old and new magical girls into the same conflict. As friendships are restored and the truth behind the Magius becomes clearer, the girls unite against a scheme that treats salvation as something worth sacrificing countless others to achieve.
