Humanoid machines known as Labors have become essential to construction, industry, and everyday life, but their rapid spread has created a new kind of crime that ordinary police units cannot handle alone. The Metropolitan Police therefore relies on Special Vehicle Section 2 and its patrol Labors, the Patlabors, to stop machines being used outside the law.

In a city transformed by accelerating hyper-technology, the officers face cases that can begin as routine mechanical trouble and escalate into clashes with Labors stronger than police equipment. Between bureaucracy and field chaos, they are constantly reminded that the machine itself is only a tool; what matters is the person controlling it.
