Synopsis
A criminal fleeing the police chooses Penguin Village as a hiding place and quickly turns an ordinary day into a hostage situation. Unfortunately for him, the people he has cornered include Arale, whose cheerful innocence and ridiculous strength make normal intimidation nearly impossible.
At the same time, Senbei's experiments with television create an unexpected bridge to a very different story unfolding on the screen. The resulting broadcast confusion pulls the residents of Penguin Village into a bizarre encounter where a serious space drama and Arale's nonsense collide in exactly the wrong way.
