Koukaku Kidoutai: Stand Alone Complex 2nd GIG

After Section 9 is restored under Japan's new prime minister, Youko Kayabuki, Motoko Kusanagi and her team return to the front line of national security. Their first major threat comes from the Individual Eleven, a group whose coordinated acts of terrorism appear to be driven by an ideology no one fully understands.

At the same time, growing tension over refugees displaced by war pushes Japan toward a political crisis. As Section 9 follows both trails, the calculating Cabinet Intelligence officer Kazundo Gouda repeatedly appears near the center of events. What first seem like separate problems begin to converge into a manipulation large enough to reshape the country, forcing the team to distinguish genuine conviction from carefully engineered hatred.
