In 2034, two years after Motoko Kusanagi left Public Security Section 9, Togusa leads a larger and more heavily staffed team through a growing web of seemingly unrelated crimes. Suicides, political tension, and a disturbing pattern involving missing children all begin pointing toward an elusive hacker known only as the Puppeteer.

Batou, following the case from another angle, unexpectedly encounters Motoko, who cryptically tells him to keep his distance from something called the Solid State Society. Her appearance raises an unsettling possibility: if Motoko knows more than she will say, could she somehow be connected to the hacker Section 9 is chasing? As the incidents converge, the team faces a crime whose design may be more sophisticated than any single culprit.
