Ninny Spangcole and Noel Niihashi live in Reverse London, the hidden side of the city where people can see the dragons secretly responsible for many incidents in ordinary London. The two work as witches for Wing Bind, an organization responsible for protecting and managing dragons before they become a danger.

Before their professional lives become routine, they are drawn into a case involving a dragon behaving in ways it should not and Balgo Parks, a young man who attracts dragons for reasons no one fully understands. Ninny and Noel disagree about almost everything, but they must work together to distinguish the dragons that can be protected from those that cannot be allowed anywhere near humans.
