Kidou Keisatsu Patlabor the Movie

Tokyo's enormous Babylon Project is remaking the waterfront with the help of construction Labors, but the machines begin going berserk without an obvious cause. The incidents seem random until Captain Kiichi Gotou's Special Vehicles Section 2 notices that the newest Labor operating system, HOS, may be tied to a dead programmer whose final actions were anything but accidental.

Noa Izumi, Asuma Shinohara, and the rest of Section 2 investigate a threat hidden inside the very infrastructure meant to modernize the city. With a typhoon approaching and thousands of Labors capable of receiving the same dangerous trigger, the team races toward the massive Ark facility in Tokyo Bay. Stopping one rogue machine is easy compared with preventing an entire city of them from awakening at once.
