The conflict around Lungmen intensifies as Reunion applies pressure from one side and the city's own authorities grow harsher from the other. Ch'en, once one of Lungmen's fiercest defenders, reveals that she is Infected and breaks with Wei Yenwu before heading out alone to confront Talulah, Reunion's leader and her own sister.

Rhodes Island cannot allow the struggle to end in the annihilation of an entire side, so Doctor, Amiya, and Kal'tsit move through a city where the line between justice and revenge is collapsing.
