In 2029, the boundary between human and machine is thinner than ever, with cybernetic bodies and direct network connections woven through every level of society. Motoko Kusanagi, a full-body cyborg, leads an elite combat unit including Batou and takes on crimes and emerging threats conventional security forces are not equipped to handle.

The unit is not presented as a finished institution from the start. Motoko herself recognizes the need for a specialized force capable of acting before digital and political threats grow into disasters. In a city where memory can be stolen like any other data, cyberterrorism, corruption, and manipulation of consciousness become parts of the same daily job. Between operations, one question follows Motoko constantly: when bodies can be replaced and information copied, what remains that is enough for a person to call themselves “I”?
