Koukaku Kidoutai: Stand Alone Complex 2nd GIG - Individual Eleven

Japan's refugee crisis has become a political fault line, and a terrorist movement calling itself the Individual Eleven appears to be pushing the country toward open violence. Section 9 is ordered to investigate, but Major Motoko Kusanagi soon finds signs that the group's ideology may have been deliberately manufactured rather than born naturally.

At the center of the crisis stands Hideo Kuze, a surviving member of the Eleven who becomes a leader among the refugees instead of following the path expected of him. As Cabinet Intelligence figure Kazundo Gouda manipulates fear from behind the scenes, Section 9 must untangle terrorism, propaganda, and state policy before a manufactured conflict becomes a real civil catastrophe.
