Tokyo's ugliest new landmarks belong to billionaire Shinatora, and someone calling himself Benten has begun blowing them up one by one. The attacks bring FBI bomb-disposal specialist Lisa Hoshino and her robotic partner Dandy to Japan, where the local police make the questionable decision to pair Lisa with Ryotsu.

Benten's next warning names Shinatora World, a gigantic new amusement park. When Ryotsu and Lisa arrive, they discover a Soviet-era rocket carrying a bomb powerful enough to devastate Katsushika. Uncovering why Benten hates Shinatora becomes inseparable from stopping the countdown, forcing the reckless policeman and the methodical specialist to somehow work as a team.
