Kankichi Ryotsu is a police officer stationed at a tiny neighborhood box in Kameari, but public service is rarely the first thing on his mind. Underpaid and endlessly confident, he is always inventing a new business, investment, hobby, or shortcut that he is certain will make him rich.

His schemes usually work just long enough for greed to take over. Whether he drags his coworkers, local children, or wealthy acquaintances into the plan, Ryotsu's cleverness inevitably collides with his lack of restraint, leaving the neighborhood in chaos and his furious chief with another reason to punish him.
