One year after the end of World War IV, Japan is shaken by the assassination of its prime minister. Motoko Kusanagi and the team that will become Public Security Section 9 are drawn into an investigation involving military interests, cybernetic technology, and the elusive 501 Organization.

As evidence points toward a conspiracy reaching deep into the state, Motoko must determine who is manipulating events and why. The case forces her newly assembled unit to prove whether its members can trust one another while confronting a threat capable of reshaping Japan's political future.
