Ikebukuro reaches the breaking point as Mikado continues purging the Dollars from within according to his increasingly distorted idea of justice. Masaomi revives the Yellow Scarves in hopes of pulling his friend back, while Anri's connection to Saika becomes impossible to keep separate from the widening struggle.

At the same time, Celty's missing head is publicly discovered, Kasane Kujiragi advances her own plans, and the people gathered around Shinra realize the city's supernatural balance is collapsing.
