By 2045, a global economic collapse and explosive advances in artificial intelligence have pushed the world into an endless system of “Sustainable War.” Public Security Section 9 now faces the Post-Humans, people whose physical and cognitive abilities surpass ordinary limits. During the hunt for Takashi Shimamura, one of the most important figures among them, Togusa disappears without explanation.

Motoko Kusanagi leads Section 9 back into a war-scarred Tokyo to find him and uncover the design behind the Post-Human phenomenon. As the crisis grows toward the threat of nuclear catastrophe, the question becomes larger than how to defeat an enhanced enemy: are the Post-Humans trying to destroy humanity, or forcing it toward an evolution no one is ready to accept?
