While Naofumi and his allies prepare for the coming battle with the Phoenix, a new crisis erupts around Raphtalia. Because of her lineage and status, the nation of Q'ten Lo interprets her existence as a possible claim to its throne and sends assassins to eliminate her before she can become a symbol of rebellion.

Naofumi decides to confront Q'ten Lo directly, but the only sea route passes through Siltvelt, a demi-human nation that worships the Shield Hero. The enthusiastic welcome does not mean everyone is an ally. Internal struggles in Siltvelt collide with political unrest in Q'ten Lo, where Raphtalia's name is being raised without her consent. Naofumi must guide his companions through a crisis that cannot be solved by defeating a single monster.
