Takatoshi Tsuda begins his second year at Ousai Academy still serving as the student council's long-suffering vice president. His younger sister Kotomi is now entering the school as a first-year student, adding a familiar face to a campus where Shino, Aria, and Suzu can turn even ordinary council business into shameless jokes and awkward misunderstandings. New students bring new friendships and fresh trouble, leaving Takatoshi to discover that another year in the council means more responsibility, more chaos, and absolutely no chance of getting used to the girls' sense of humor.
