In the winter of 2028, protests against foreign cartels erupt across New Port City and culminate in a deadly clash with riot police. Motoko Kusanagi's independent unit traces the violence to Fire Starter, a terrorist whose cyberbrain virus can manipulate memories and identities.

The investigation leads to Emma, a gifted girl confined inside a prosthetic body, and Burinda Junior, the man determined to protect her.
