Koukaku Kidoutai Arise: Ghost in the Shell - Border:3 Ghost Tears

Motoko Kusanagi and Batou are tracking a terrorist network whose symbol is Scylla, but the case becomes entangled with political tension and Motoko's private life. As the pair closes in on the organization, questions about prosthetic bodies, cyberbrains, and who is being manipulated begin to blur the line between an ordinary attack and a much broader scheme.

At the same time, Togusa investigates the murder of a man fitted with an artificial leg made by the Mermaid's Leg corporation. The apparently separate killing leads toward the same web of technology and corruption, bringing Togusa closer to the team that will eventually become Public Security Section 9.
