Ranpo Edogawa emerges publicly with a plan to prove the Agency's innocence by identifying Kamui, the hidden leader of Decay of the Angel, and asks the nation's investigators to trust evidence over official orders.

Atsushi seeks help from Hunting Dogs commander Ouchi Fukuchi because of his history with Yukichi Fukuzawa. The appeal reveals a betrayal at the center of the crisis, while Dazai and Fyodor continue their lethal contest inside prison and a stolen page threatens to place the entire world under one man's rewritten reality.
