Now free from the 501 Organization, Motoko Kusanagi is trying to assemble an independent team under Daisuke Aramaki’s Public Security Section 9. Before that team can take shape, Logicoma units are hacked and a case involving a refugee transport operation exposes soldiers carrying memories that may have been deliberately falsified.

Batou investigates with Ishikawa and Borma while Motoko approaches Saito and Paz, putting two groups on intersecting paths toward the same conspiracy. As cyberbrains, military intelligence, and altered memory blur the meaning of eyewitness truth, Motoko must decide who can be trusted enough to become part of the unit she is building.
