Ten years after Raimon's legendary rise, soccer in Japan has lost the freedom that once made it special. The Fifth Sector now controls the sport from above, deciding match results in advance and punishing teams that refuse to obey. Into this rigid system steps Tenma Matsukaze, a new Raimon student whose uncomplicated love for soccer refuses to bend.

Tenma joins a team already worn down by fear and resignation, but his passion begins to rekindle the will to fight. Together with teammates who gradually choose their own soccer over the Fifth Sector's orders, he challenges a system built to decide victory before anyone even steps onto the field.
