In 2045, the Sustainable War has become part of the global economy, and Motoko Kusanagi and her former Section 9 teammates work as mercenaries across its battlefields. A seemingly routine mission involving an arms dealer exposes something far more troubling: the emergence of post-humans, individuals whose mental and physical capabilities have changed beyond what ordinary security systems can handle. The new threat draws the group back into service as Public Security Section 9, but these opponents do not behave like conventional terrorists and their purpose remains difficult to read. In a world increasingly dependent on artificial intelligence and networked control, the most dangerous question becomes what happens when human beings themselves evolve beyond the rules designed to monitor them.
