Three and a half years have passed, and the Eagle Talon Society is still no closer to conquering the world. The kindly Chancellor keeps believing in the dream, while Yoshida, Dr. Leonardo, and the rest of the hopeless secret organization struggle to recover enough motivation to attempt another plan.

Their schemes grow as absurd as ever, ranging from ridiculous super-creatures to questionable money-making ideas, while the supposedly heroic Deluxe Fighter remains ready to ruin everything with violence. As finances worsen and the organization itself begins falling apart, world conquest starts to look easier than simply keeping Eagle Talon together.
