The Eagle Talon Society returns from vacation to find its secret base wrecked and Dr. Leonardo missing. With their best inventor gone, the Chancellor and the others head to the doctor's hometown in Texas, where the search begins uncovering secrets about Leonardo's own origins.

At the same time, President Obaba's move away from nuclear weapons threatens the profits of military giant Saddlestone Corporation. The company has kidnapped Leonardo and forced him to create an ultimate weapon known as the Doctor's Moving Castle. Eagle Talon sets out to rescue him, somehow placing the organization that wants to conquer the world in the familiar position of having to save it instead.
