Two new inspectors join Public Safety's Division One: Arata Shindo and Kei Mikhail Ignatov, longtime friends connected by an unresolved personal case. The death of Kei's brother and the suicide of Arata's father are tied to a mysterious incident, driving both men to enter the Bureau in search of answers from inside the system.

Their investigations lead through crimes involving immigration, economics, and politics, gradually exposing a hidden organization called Bifrost that treats society like a game. Arata uses an unusual mental ability to reconstruct criminal motives while Kei relies on discipline and experience, but the closer they move toward the truth, the clearer it becomes that the Sibyl System does not explain everything and that some of the most powerful players operate beyond its judgment.
